What is Arduino?
Arduino is a micro-controller used for hardware prototyping. A micro-controller like arduino can control circuits and produce a desired output. For example, if a button is pressed the lights should turn off/on. The difference between other micro-controllers and arduino is that it can be programmed using C or c++(high level) language whereas most of the other micro-controllers need assembly language programming(low level). This makes arduino easy to program and implement.
In a nutshell, an Arduino is an open hardware development board that can be used by tinkerers, hobbyists, and makers to design and build devices that interact with the real world. It has its own IDE(interactive development environment) and huge community using it which means any kind of problem you've got with arduino the solution will be there in arduino community forum.Watch this video for a general overview.
